About
With more than 50 years in investigations, electronic countermeasures and public safety, Cecil has acquired a vast knowledge and experience while working for the Alabama Bureau of Investigation (ABI).
While at the ABI, Cecil served in many roles including agent and climbed the ranks to a Major as the Chief of the Service Division. In these positions, he was responsible for investigations for the Narcotics Unit, Criminal Investigations Unit and the Technical Services Unit. Cecil’s duties and accomplishments span all aspects of surveillance, electronic counter measures for audio and video devices and undercover assignments. He supervised and provided training for other ABI personnel while participating in field operations and monitoring compliance with all State and Federal laws governing the use of electronic surveillance equipment.
Since his retirement from the ABI, he has continued to serve by conducting investigations, including product liability investigations in the private sector, and assisting in the training and management of an intense “boots on the ground” training program taught in all branches of the U.S. military.
Cecil’s vast experience and background allows him to assist HPI clients with their comprehensive investigative needs. His expertise is an asset on any case to ensure that every detail is documented and considered from the activities of an individual to any counter surveillance that they may be under.
